Is the cyberwarfare arms race for real? Survey of world experts says it is.

A majority of the word's top cybersecurity experts surveyed say a cyberwarfare arms race is in full swing. US readiness lags behind that of some smaller countries, the survey found.

Such a finding may not be entirely surprising given that news reports of such an arms race have been popping up like mushrooms over the past year.

But the 2011-2012 survey ? conducted by the Security & Defence Agenda (SDA) of Brussels, a specialist security and defense think-tank, and McAfee, a cybersecurity company ? was purportedly of 250 of the world?s top policy wonks in 27 countries, a group presumably less likely to be whipsawed by media reports. If so, it may indicate that the reported rise in nation-state cyberthreats is not just news gatherers run amok.

Either way, efforts to get a grip on how big and diverse the cyberthreat facing the world really is are generally welcome for whatever might be gleaned, cyberexperts say. In that vein, the new survey released Jan. 30 found that:

? 57 percent of global experts believe an arms race is taking place in cyberspace.

? 36 percent say cybersecurity is more important than missile defense.

? 43 percent identified damage or disruption to critical infrastructure as the greatest single threat posed by cyberattacks with wide economic consequences ? a jump from 37 percent in McAfee?s 2010 Critical Infrastructure Report.

? 45 percent say cybersecurity is now as important as border security.

? Cyber-readiness of the US, Australia, UK, China, and Germany all lagged behind smaller nations like Israel, Sweden, and Finland among the 23 countries rated by report.

A number of countries are developing plans to ?respond more aggressively? to cyberattacks and funding major investments in offensive systems, said a number of the more than 80 cybersecurity experts in government, companies, international organizations, and academia who were interviewed in depth for the survey.

One example, Britain in late 2011 released a cyberstrategy that promoted the idea of both companies and the military taking strong defensive action.

?Instead of writing off losses, [companies] should invest into actively targeting those organizations that have been attacking them,? William Beer, director of information and cybersecurity practice at PricewaterhouseCoopers, based in London, told the survey.

How Evi Compares to Siri: Evi's Clever, Too, But Slow [VIDEO] (Mashable)

Getting Siri's voice-recognition capabilities on your phone just became a possibility for Android users and a bit less expensive for iPhone users. Meet Evi -- a $.99 app for iPhones and free for Android. For such a nominal price, don't expect Evi to be on par with Siri. There are some major differences with Evi as opposed to the quick and integrated Siri. Evi will not schedule meetings on your calendar or let you dictate text messages. But for functions like finding local shops, restaurants and general information, it's pretty helpful.

I asked Evi: "What time is it, Evi?" and it thought I said, "What time is it TV?". Messages such as "Just a mo'" appeared on the screen to let me know it was thinking and then it said, "I'm having trouble getting a response from my servers." Yes, it was noticeably slower than Siri.

Other times it would say, "I don't know right now -- try asking again next week." I asked, "Can you set my alarm for 9 p.m.?" even though Evi is not synced with the other apps like Siri is, it said it hasn't learned to do that yet.

Could it be possible that True Knowledge, the company behind Evi, will integrate the app with its operating system's other functions in the future? Check out the company's video below introducing Evi.

The voice sounds a lot like Siri, although some reviewers have said the voice sounds annoying. Yes, it thinks too long and sometimes right after you state your query it says it is not getting a response from the servers, but then, your answer appears.

But even as I write this, I keep wanting to call this app Siri because it's quite similar. However, Apple's assistant still comes out in the lead compared to Evi [Link to app store].

For as many people who use Siri for making appointments and scheduling calls, there are also many who enjoy the depth of knowledge and wit Siri contains. Ask Siri to "tell me about the Civil War" and it directs me to a related link. Ask Evi the same question and you get a brief encyclopedia response including the dates and a small photo.

Siri also has built-in cleverness. Just to play around with Evi and find out if any sassy answers were built into this app, I asked, "What's my name?" and it responded, "Who are you? Surely you know the answer to that one already." I asked Evi other absurd questions like, What should I eat for dinner?" and it pointed me to a website for an olive tapenade recipe.

If you want a bare-bones Siri with some frequent hiccups -- but a .99 cent or free price tag -- Evi is a good option for now.

Symantec updates its Counterclank malware claims

Symantec has "adjusted" its statement to Computer World that as many as 5 million Android users may be affected by the latest bit of malware, coming to the conclusion that the applications in question are simply using an aggressive ad network SDK.  This mirrors the statement issued by Lookout, as well as our own.  (And as well as Computer World's Android Power faction.)

After initially telling users that the "malicious code" found in 13 Android Market applications was malware and capable of data theft and other nefarious activity, Symantec now says the apps in question are more akin to Windows adware and not inherently malicious.  

In other words, it's crapware.  This we can all agree with.  The apps in question use an advertisement SDK that allows things none of us likes -- it can add bookmarks, change your homepage, add shortcuts to the home screen and the like.  We've all installed some free Windows program from the web, and had it install (or try to install) browser toolbars, add shortcuts to the home screen for more spammy programs.  We all hated it then, and we hate it now.  What we hate even more is when a company that claims to be acting in the interest of our security jumps the gun and labels these types of programs the same way it would label a bot or trojan.  

We're mostly informed users here, and quickly realize the difference.  But how many of those who stumbled across websites parroting Symantec's cries of five million infected are as Android savvy as we are?  There's a good chance that it's not that many.  Instead those readers were left confused and concerned that they had been "hacked."

We hope that the rest of the web that followed along will update their stories with today's news. And more important -- we hope that app developers stay far away from this sort of thing. Lord knows we're going to stay away from them if they don't.

Assad troops fight back against Syria rebels (Reuters)

AMMAN (Reuters) ? Street battles raged at the gates of the Syrian capital on Monday as President Bashar al-Assad's troops sought to consolidate their grip on suburbs that rebel fighters had taken only a few miles from the centre of government power.

Russia, a U.N. Security Council member and one of Syria's few allies, said Assad's government had agreed to talks in Moscow to end the Syrian crisis, but a major opposition body rejected any dialogue with him, demanding he step down.

The new fighting and Russian diplomacy came as the Arab League and France prepared to lobby the Security Council to act on a peace plan that would remove Assad from power, in a bid to staunch the flow of blood from Syria's attempt to crush a popular uprising and armed insurgency against Assad.

Activists and residents said Syrian troops now had control of Hamouriyeh, one of several districts where they have used armored vehicles and artillery to beat back rebels who came as close as 8 km (5 miles) to Damascus.

An activist said the Free Syrian Army (FSA) - a force of military defectors with links to Syria's divided opposition - mounted scattered attacks on government troops who advanced through the district of Saqba, held by rebels just days ago.

"Street fighting has been raging since dawn," he said, adding tanks were moving through a central avenue of the neighborhood. "The sound of gunfire is everywhere."

Rebels, emboldened in their struggle against Assad's forces, are risking heavier clashes and fierce reprisals in an attempt to create "liberated" territories across Syria. In the past three weeks they have taken Zabadani - a town of 40,000 in mountainous near the border with Lebanon - but have been beaten back from the outskirts of the capital.

"God willing, we will liberate more territory, because the international community has only offered delayed action and empty threats," said a lieutenant colonel who had defected to the FSA but declined to be named.

Rebels, emboldened in their struggle against Assad's forces, are risking heavier clashes and fierce reprisals and speak of creating "liberated" territories across Syria. In the past three weeks they have taken Zabadani - a town of 40,000 in mountainous near the border with Lebanon - but their forays near the capital have been beaten back.

"God willing, we will liberate more territory, because the international community has only offered delayed action and empty threats," said a lieutenant colonel who had defected to the FSA but declined to be named.

RUSSIA SEEKS TALKS

Russia's Foreign Ministry said Syria agreed to Russian-brokered negotiations over the crisis, but senior members of the council that claims to speak for a fragmented Syria opposition said there was no point in talking to Assad, who must quit.

"We rejected the Russian proposal because they wanted us to talk with the regime while it continues the killings, the torture, the imprisonment," Walid al-Bunni, foreign affairs chief for the Syrian National Council, told Reuters.

The rebels said at least 15 people had been killed as they pulled back in Saqba and Kfar Batna. Activists claim a death toll of more than 100 people in three days of fighting in the districts, which have seen repeated protests against Assad's rule and crackdowns by troops on the 10-month-old uprising.

The escalating bloodshed prompted the Arab League to suspend the work of its monitors on Saturday. Arab foreign ministers, who have urged Assad to step down and make way for a government of national unity, are due to discuss the crisis on February 5.

Syria's state news agency said six soldiers died in a single attack near Deraa in the south and "terrorists" had blown up a gas pipeline. Pipelines have been targeted frequently during the uprising.

The state news agency SANA has reported funerals of more than 70 members of the security forces members since Friday.

Residents of Deraa - where anti-Assad unrest first flared - said firefights between army defectors and government troops killed at least 20 people, most of them government forces.

In Homs, the central Syrian city that has seen heavy attacks by Assad's forces and sectarian reprisal killings, residents said government troops backed with armor fought rebels near its marketplace.

Syria limits access for journalists and the details of events could not be immediately verified.

Arab League chief Nabil Elaraby is to seek support on Tuesday for the Arab peace plan from the U.N. Security Council, which France's foreign minister said, through a spokesman, must act against "crimes against humanity committed by the regime."

Elaraby, who wants to overcome Russian and Chinese objections to the plan, will be joined by Qatari Prime Minister Sheikh Hamad bin Jassim al-Thani, whose country heads the League's committee charged with overseeing the Syrian crisis.

Russia's deputy foreign minister earlier on Monday said Moscow first wanted to hear directly from the observers whom the Arab League sent - a move likely to delay any vote.

A Syrian government official said any Arab League decision to suspend monitoring would "put pressure on (Security Council) deliberations with the aim of calling for foreign intervention and encouraging armed groups to increase violence."

Assad blames the violence on foreign-backed militants.

IRAN SAYS ASSAD NEEDS TIME

After mass demonstrations against him erupted last spring, Assad launched a military crackdown. Growing numbers of army deserters and gunmen have joined the protesters in a country of 23 million people regarded as a pivotal state at the heart of the Middle East.

The insurgency has crept closer to the capital. The suburbs, a string of mainly conservative Sunni Muslim towns known as al-Ghouta, are home to the bulk of the 3 million population of Damascus and its outlying districts.

The rebel force said on Monday medicine and blood were running low in field hospitals, some set up in mosques, and that advancing government forces were carrying out mass arrests.

The Damascus suburbs have seen large demonstrations demanding the removal of Assad, a member of the minority Alawite sect, an offshoot of Shi'ite Islam that has dominated the mostly Sunni Muslim country for the last five decades.

Iran, Syria's regional ally and once unconditional supporter of Assad's crackdown, said Assad must be spared foreign interference to enact constitutional reforms, hold an election and carry out other measures floated after months of killing.

"We think that Syria has to be given the choice of time so that by (that) time they can do the reforms," Foreign Minister Ali Akbar Salehi said on Sunday.

Syria has said it will hold a referendum on a new constitution soon, before a multi-party parliamentary election that has been much postponed. Under the present constitution, Assad's Baath party is "the leader of the state and society."

The United Nations said in December more than 5,000 people had been killed in the protests and crackdown. Syria says more than 2,000 security force members have been killed by militants.

On Friday, the U.N. Security Council discussed a European-Arab draft resolution aimed at halting the bloodshed. Britain and France want to put it to a vote next week, and a French diplomat said it had backing of at least 10 members.

Russia and China blocked a previous Western draft resolution in October, and Moscow said it wants a Syrian-led political process, not "an Arab League-imposed outcome" or Libyan-style "regime change.

Wrecked Italian liner will not be moved for months (Reuters)

GIGLIO, Italy (Reuters) ? The wreck of the cruise ship Costa Concordia could remain where it lies near the Tuscan island of Giglio until the end of the year before it can be broken up or salvaged, the official in charge of the recovery operation said on Sunday.

Divers searching for bodies on the hulk, which lies half submerged just a few meters from the shore, suspended work on Sunday after heavy seas and strong winds caused the vessel to shift noticeably, Italian authorities said.

Bad weather had already delayed plans to begin removing the 2,300 tones of diesel fuel in the ship's tanks, an operation expected to take from three weeks to a month once it eventually gets under way, probably by the middle of next week.

Civil Protection agency chief Franco Gabrielli, the official in charge of the operation, said that it could be another 7-10 months before the massive wreck is finally removed from its position outside the port.

"We already knew that this was a very long, drawn out case but I think it's important that everyone is very aware that it will have a very significant timeframe," he told reporters.

Work on salvaging or moving the ship cannot begin until the fuel and lubricating oil is removed and the risk of an environmental disaster is averted and much preliminary work will have to be done before a decision on how to proceed is reached.

Divers found a 17th victim on Saturday, the body of a woman identified as a member of the crew, leaving 15 people still missing after the disaster on January 13.

The search was halted on Sunday after measuring instruments placed on board the 290 meter long ship showed some 3.5 centimeters of movement in six hours, compared with a normal movement of one or two millimeters.

Officials have said it is stable and faces little immediate risk of sliding from its resting place in some 20 meters of water into deeper waters.

But even the slight movements posed a risk to divers exploring the ship's dark interior, which is filled with floating debris, including furniture, bedding, curtains and the personal effects of passengers and crew.

VERY UPSET

The disaster struck when the 14,500-tonne Concordia hit a rock which gashed its hull and caused it to sink after it sailed to within 150 meters of the shore to perform a display maneuver known as a "salute."

Its captain, Francesco Schettino, faces charges of multiple manslaughter and abandoning ship before the evacuation of more than 4,200 passengers and crew was complete.

"The captain is well, he's reflecting on what happened and he is profoundly upset," his lawyer Bruno Leporatti said after meeting his client, who is under house arrest near Naples.

An extended legal battle is now in prospect after lawyers in the United States and Italy launched class action and individual suits against the ship's owner Costa Cruises, a unit of Carnival Corp, the world's biggest cruise operator.

Schettino has said he accepts his share of responsibility for the accident but says he was in constant touch with Costa Cruises during evacuation operations which have been widely criticized as slow and uncoordinated.

"What hurts the most is that there would have been time to save everybody of the order to evacuate had been given more quickly and not an hour and a half after the impact," said Maria Cristina Meduri, a passenger who escaped from the wreck.

She returned with her husband to Giglio on Sunday to thank local people who helped with shelter and warm clothing in the aftermath but she was bitterly critical of Costa, which is offering 11,000 euros in compensation - and will reimburse the ticket and other travel costs - in return for an agreement to drop any legal action.

"No, we will not accept it, it's nothing at all," she said. "I left objects with inestimable sentimental value on the ship, like the diamond engagement ring my husband gave me. We're not going to accept this."

SAG Awards menu is months in the making (AP)

LOS ANGELES ? When your dinner party guests include Brad Pitt, George Clooney, Kate Winslet and Glenn Close, and the whole affair is televised live, it can take months to plan the menu. That's why the team behind the Screen Actors Guild Awards began putting together the plate for Sunday's ceremony months ago.

It was still summer when show producer Kathy Connell and executive producer and director Jeff Margolis first sat down with chef Suzanne Goin of Los Angeles eatery Lucques with a tall order: Create a meal that is delicious at room temperature, looks beautiful on TV, is easy to eat and appeals to Hollywood tastes. Oh, and no poppy seeds, soups, spicy dishes, or piles of onions or garlic.

"It can't drip, stick in their teeth or be too heavy," Connell said. "We have to appease all palates."

The chef put together a plate of possibilities: slow-roasted salmon with yellow beets, lamb with couscous and spiced cauliflower and roasted root vegetables with quinoa. There was also a chopped chicken salad and another chicken dish with black beans.

To ensure the dishes are both tasty and TV-ready, Connell and Margolis, along with the SAG Awards Committee and the show's florist and art director, dined together at this summertime lunch on tables set to replicate those that will be in the Shrine Exposition Center during the ceremony. The pewter, crushed-silk tablecloths and white lilies you'll see on TV Sunday were also chosen months ago.

The diners discussed the look of the plate, the size of the portions and the vegetarian possibilities.

"We'd like the portions a little larger," Connell told the chef.

"And a little more sauce on the salmon," Margolis added.

Come Sunday, it's up to Goin to prepare 1,200 of the long-planned meals for the A-list audience.

Man arrested in slayings of SC officer, Ga. woman (AP)

AIKEN, S.C. ? A 26-year-old man was arrested Saturday after police say he killed his girlfriend in Georgia, and then fatally shot a South Carolina police officer responding to a report of suspicious activity, authorities said.

Police in South Carolina said Joshua Tremaine Jones faces charges of murder and possession of a firearm during the commission of a crime in the death of Aiken police Master Cpl. Sandra Rogers.

The South Carolina law Enforcement Division said officers were responding Saturday morning to a report of suspicious activity involving two cars, and that Rogers was shot after stopping one of the vehicles.

Jones was arrested hours later at a residence in Batesburg.

Saturday evening, a visibly moved Aiken Public Safety director Charles Barranco told reporters that Rogers had died at an area hospital. The Aiken native had spent a nearly 28-year career with the department; she was 49.

In neighboring Georgia, The Augusta Chronicle reported that Jones also faces murder charges in the death of his girlfriend, 21-year-old Cayce Vice. Police found her body in her apartment Saturday morning after she didn't show up for work at a Five Guys restaurant and coworkers became concerned; she had been shot in the head.

Richmond County sheriff's Capt. Scott Peebles told the newspaper ( http://bit.ly/yO5JS7) that the agency had obtained warrants for Jones for murder and possession of a firearm by a convicted felon. Peebles confirmed that Vice had sworn out a complaint against Jones for assault earlier this month.

A phone message left late Saturday for the Richmond County Sheriff's Office was not immediately returned.

James Jones, the suspect's father, told reporters that his son had past run-ins with the law and "was going through some mental problems." Jones said his son had run away from home and moved in with Vice. He said his son is from North Augusta and briefly lived in Atlanta.

Jones said that when he returned from work Friday, his son had taken his blue BMW without permission and left. Jones said he and his other son drove around searching but couldn't locate him.

Jones said his heart goes out to the victim' families, and that he's devastated as a father.

"I just went straight to God and said, `I cannot believe this.' After all that I have taught him, I just never thought that my family would have to deal with something like this," Jones said.

The Aiken public safety department issued a statement Saturday evening praising Rogers as "an invaluable street cop who exemplified the model of a Public Safety Officer," according to WLTX-TV in Columbia, S.C.

"Master Corporal Rogers was a highly skilled investigator and senior patrol officer on her shift," the statement said. "Please keep the Rogers family and Aiken Public Safety in your prayers as once again we deal with this tragic loss."

Last month, hundreds of people gathered to mourn another Aiken police officer killed in the line of duty. Officer Scotty Richardson, 33, died in the early hours of Dec. 21 after being shot in the head during a traffic stop at an apartment complex the night before. Aiken is a city of 30,000 that's located about 20 miles northwest of Augusta.

Sanctions to hit EU buyback firms: Iran oil chief (Reuters)

TEHRAN (Reuters) ? European companies owed oil by Iran could lose out if Tehran imposes a ban on crude exports to the European Union next week, the head of Iran's state oil company said on Saturday.

Iran's parliament is due to debate a bill on Sunday that would cut off oil supplies to the EU in a matter of days, in revenge for a decision last Monday by the 27 EU member states to stop importing crude from Iran as of July 1.

"Generally, the parties to incur damage from the EU's recent decision will be European companies with pending contracts with Iran," Ahmad Qalebani, head of the National Iranian Oil Co. told the ISNA news agency.

"The European companies will have to abide by the provisions of the buyback contracts," he said. "If they act otherwise, they will be the parties to incur the relevant losses and will subject the repatriation of their capital to problems."

By turning the sanctions back on the EU, Iranian lawmakers hope to deny Europe the six-month window it had planned to give those countries most dependent on Iranian oil - including some of the most economically fragile - time to adapt.

The EU banned imports of oil from Iran on Monday and imposed a number of other economic sanctions, joining the United States in a new round of measures aimed at deflecting Tehran's nuclear development programme.

Under buyback contracts, a common feature of the Iranian oil industry, investments in oil field projects are paid back in oil, often over many years.

Italy's Eni says it is owed $1.4-1.5 billion in oil for contracts in Iran dating from 2000 and 2001 and has been assured by EU policymakers its buyback contracts will not be part of the European embargo but the prospect of Iran acting first may put that into doubt.

The EU accounted for 25 percent of Iranian crude oil sales in the third quarter of 2011.

Researchers shed light on magnetic mystery of graphite

The physical property of magnetism has historically been associated with metals such as iron, nickel and cobalt; however, graphite ? an organic mineral made up of stacks of individual carbon sheets ? has baffled researchers in recent years by showing weak signs of magnetism.

The hunt for an explanation has not been without controversy, with several research groups proposing different theories. The most recent suggestion, published today, 27 January, in the journal EPL (Europhysics Letters), has been put forward by a research group from the University of Manchester that includes Nobel prize-winning scientist Professor Sir Andre Geim.

The research group, led by Dr Irina Grigorieva, found that magnetism in many commercially available graphite crystals is down to micron-sized clusters of predominantly iron that would usually be difficult to find unless the right instruments were used in a particular way.

Finding the way to make graphite magnetic could be the first step to utilising it as a bio-compatible magnet for use in medicine and biology as effective biosensors.

To arrive at their conclusions, the researchers firstly cut up a piece of commercially-available graphite into four sections and measured the magnetisation of each piece. Surprisingly, they found significant variations in the magnetism of each sample. It was reasonable for them to conclude that the magnetic response had to be caused by external factors, such as small impurities of another material.

To check this hypothesis, the researchers peered deep into the structure of the samples using a scanning electron microscope (SEM) ? a very powerful microscope that images samples by scanning it with a beam of electrons ? and found that there were unusually heavy particles positioned deep under the surface.

The majority of these particles were confirmed to be iron and titanium, using a technique known as X-ray microanalysis. As oxygen was also present, the particles were likely to be either magnetite or titanomagnetite, both of which are magnetic.

The researchers were also able to deduce how many magnetic particles would be needed, and how far apart they would need to be spaced in order to create the originally observed magnetism. The observations from their experiments agreed with their estimations, meaning the visualised magnetic particles could account for the whole magnetic signal in the sample.

Dr Grigorieva, said: "The excitement around the findings of ferromagnetism in graphite, i.e. pure carbon, is due to the fact that magnetism is not normally found in organic matter. If we can learn to create and control magnetism in carbon-based materials, especially graphene, this will be an important development for sensors and spintronics."

Overgrazed grasslands tied to locust outbreaks

While residents of the United States and much of Europe think of locust plagues as biblical references, locust swarms still have devastating effects on agriculture today, especially in developing countries in Asia and Africa.

In a study in the journal Science on Jan. 27, scientists from Arizona State University and the Chinese Academy of Sciences show that insect nutrition and agricultural land management practices may partially explain modern day locust outbreaks.

During an outbreak year, locusts can populate over 20 percent of the Earth's land surface, negatively affecting more than 60 countries and the livelihood of one out of every 10 people. In this study undertaken at the Inner Mongolia Grassland Ecosystem Research Station in China, researchers examined Oedaleus asiaticus, one of the two swarming locusts of Asia. A closely related species, Oedaleus senegalensis, is a major pest in Africa.

Led by Arianne Cease, a doctoral student, in concert with scientists Jon Harrison and James Elser, and undergraduate student Colleen Ford from the School of Life Sciences in ASU's College of Liberal Arts and Sciences, the collaborative team also included Chinese researchers Shuguang Hao and Le Kang. Funding for their work was provided by the National Science Foundation.

The team's initial experiments were designed to test the hypothesis that locusts form swarms partly to escape deteriorating conditions or to seek out better food sources. Most herbivores, including insects, are thought to be limited by obtaining sufficient protein. The researchers began, therefore, by fertilizing grassland plots with nitrogen. Their expectation was that the added nitrogen would raise the plants' protein levels, enhance locusts' survival and growth and stop locusts from swarming.

They couldn't have been more wrong. Locusts fed on nitrogen-fertilized plots either died or grew more slowly. Puzzled, the scientists took a step back, examining which host plants these locusts preferred. The results showed that these locusts ate plants lower in nitrogen; not higher.

It had been known for some time that overgrazing in Inner Mongolia causes soil erosion, leading to nitrogen depletion from the soil, and reductions in the protein levels in plants. The team's surveys had showed that heavily grazed plots were populated by much higher numbers of locusts, so the scientists compared the preferences and performances of locusts for plants from grazed versus ungrazed plots. Remarkably, the locusts preferred to consume the low-nitrogen plants from the heavily grazed plots.

Moving the study into the laboratory and using chemically-defined diets, the scientists next tested the effect of different protein and carbohydrate levels on the locusts' growth rates. These experiments confirmed the researcher's field studies: Oedaleus locusts strongly preferred low protein, high carbohydrate diets. This ratio was about one part protein to two parts carbohydrate ? lower than any grasshopper previously studied. "These experiments confirmed that consuming foods with too much protein is deleterious for this locust, explaining why heavy grazing promotes populations of Oedaleus," said Harrison.

"Our results fit with an emerging paradigm that animal species can vary dramatically in their nutritional responses," said Cease. "The particularly low protein: carbohydrate preference of Oedaleus may explain their success in a heavily-grazed world."

Besides revealing new understanding about an age-old plaguing question, the authors' findings offer new possibilities for improving land management strategies.

"Our study also showed that nitrogen fertilizer may be an inexpensive, environmentally less-damaging alternative pest control solution for this species," noted Cease.

"Who knows?" added Elser. "With the large global increases in atmospheric nitrogen from air pollution, we might find, at least in this limited way, some 'good news.' That is, that the airborne nitrogen deposited on grasslands may interfere with future locust outbreaks."

These are the lives some employees claim they live at Apple?s manufacturing centres in China, where the firm?s suppliers allegedly wrongly dispose of hazardous waste and produce improper records.

Almost 140 workers at a supplier in China were injured two years ago using a poisonous chemical to clean iPhone screens - and two explosions last year killed four people while injuring more than 75.

The California tech giant had allegedly been alerted to hazardous conditions inside the Chengdu plant in southwest China before the explosions at those plants, reported the New York Times.

More than half of the suppliers audited by Apple have broken at least one part of its conduct code each year since 2007 and have even broken the law in some cases, according to company reports.

A Foxconn employee jumped or fell from a block of flats after losing an iPhone prototype in 2009 - and 18 other workers apparently tried to commit suicide in two years, reported the New York Times.

Suicide nets were installed to prevent workers from jumping to their deaths and Foxconn began providing better mental health treatment for its staff.

Li Mingqi worked for Apple manufacturing partner Foxconn Technology until last spring and helped manage the Chengdu plant which had the explosion. He is now suing Foxconn over his dismissal.

The fatal Chengdu explosion came from an aluminium dust build up three weeks after the iPad came out. Despite Apple?s probe, seven months on there was a further, non-fatal, explosion in Shanghai.

A former Apple executive claimed that the company has had knowledge of labour abuses in some factories for four years - ?and they?re still going on because the system works for us?.

Suppliers are only allowed the smallest margins on what they produce for Apple, and executives at the Cupertino company always ask them for details on part costs, worker numbers and salary sizes.

But workers at a factory of Apple partner Wintek went on strike after rumours that employees were exposed to toxins because they evaporated three times faster than alcohol when rubbing screens.

He said many of the factories have restaurants, cinemas, hospitals and swimming pools. While staff say they appreciate these facilities, the working conditions are still seen as relentless.

Foxconn said conditions are ?anything but harsh?, just one in 20 workers assembly line workers must stand to do their jobs and the firm has a ?very good safety record?, reported the New York Times.

But the Mail on Sunday visited a Foxconn factory making iPods in Shenzhen, China, in 2006, and our reports on long hours, crowded accommodation and punishments shocked Apple executives.

School District Hires New Director of Strategic Communications ...

Suzanne Turner has been communicating to the greater South Orange and Maplewood community about the school district for years.

Now, she's going to get paid to do it.

Turner, who has been an active volunteer in the school district, recently was hired for a new position in the district ? Director of Strategic Communications. The position will expand upon the work of retiring Communications Coordinator Judith Levy. It will also expand greatly upon the volunteer work that Turner has been performing for the last few years.

At the Jan. 18 Board of Education meeting, Superintendent of Schools Brian Osborne said that the district had received "much interest" in the position from applicants within and without the Maplewood and South Orange communities. However, he said, Turner differentiated herself for the others by her clear and detailed vision for communications in the district ? an entity with which she is already extremely familiar.

After all, Turner is currently Co-President (with Cecelia Cancellaro) and was previously Secretary of Presidents' Council, which is comprised of all the presidents of the parent-teacher associations and home and school associations in the district. She also is the current Vice President for Fundraising for the Jefferson PTA, previous Co-President and Cultural Arts Chair for the Marshall PTA, and currently serving on The Parenting Center's steering committee and its
LEAP to Success subcommittee.

Turner's professional communications credentials are also impressive. After graduating from Duke University with a BA in History, she went on to garner 12 years of professional experience in communications and fundraising including work as the Director of Development for Roundabout Theatre Company, the Director of Development for Children's Rights, Inc., Communications Coordinator for capital campaign for Baha'i National Center, Assistant Director of Development for ORBIS International, and Campaigns Manager for The Legal Aid Society.

But Turner feels that another aspect of her life will help her most in her new job. Turner and her husband, Frank, have two daughters ? Lua who is in 4th grade at Jefferson and Bequa who is in preschool. The family lives in South Orange.

"As a parent in the district, I certainly understand the importance of excellent communications," said Turner. "I look forward to working with the superintendent, the board of education, and the community to enhance communications in our district."

Nobu Matsuhisa, Renowned Chef, To Headline A Crystal Cruise

Known for his high-end fusion cuisine, Chef Nobu Matsuhisa is now branching out to the high seas. The Japanese chef will be headlining a May sailing of the Crystal Serenity.

Onboard, Matsuhisa will serve as Executive Chef in Silk Road and the Sushi Bar, his restaurant with the cruise line, according to a company press release. He will also host cooking classes, cooking demonstrations, sign cookbooks and take pictures with guests.

Kindle Fire gets its own Hotmail app

Hotmail users who own Amazon's Kindle Fire now have their own app for the Microsoft email program. If it sounds weird to think of a Windows app on Android, it's not; it's smart business, and Microsoft has done the same with many of its programs for iOS, Apple's mobile operating system, as well as for Android mobile devices.

The Kindle Fire is Android-based, but Amazon has its own app store and approval system for apps that make it onto the Kindle Fire. Apple, Android, Amazon ?no matter, says David Law, director of Hotmail product management.

"We think it?s critical that our customers can use Hotmail from any device they choose," wrote Law on a Windows Live blog announcing Hotmail for the Kindle Fire. (Msnbc.com is a joint venture of Microsoft and NBCUniversal.)

"In addition to making Hotmail work great on devices running Windows, we?ll continue to invest in great experiences on other major device platforms," Law wrote. "The recent release of iOS5 and our Hotmail application for Android has made it even easier to use Hotmail on those devices, and the result has been over 12 million active Hotmail users on iOS and over 3 million active users of our Android application."

While you can get to Hotmail via the Kindle Fire's Amazon Silk Web browser, the free Hotmail app for Kindle Fire should offer some advantages, he said.

"Whereas the native Kindle application simply downloads your mail via POP3, with the new Hotmail app you can sync all your mail, contacts, folders, and subfolders via the more robust Exchange Active Sync protocol."

Japan's Tepco set for $13 billion bailout: sources (Reuters)

TOKYO (Reuters) ? The owner of Japan's stricken nuclear reactor, Tokyo Electric Power Co, will agree to be taken over by the government in a near-$13 billion bailout, sources said on Thursday, even as the country debates the future of nuclear power.

The injection of 1 trillion yen ($12.8 billion) in public funds would effectively nationalize Tepco (9501.T), supplier of power to almost 45 million people including Tokyo residents, in one of the world's biggest bailouts outside the banking sector.

Tepco has been dragging its feet over a proposal for the state-backed Nuclear Damage Liability Facilitation Fund to take at least a two-thirds stake in the company, which has been swamped by liabilities associated with the earthquake and tsunami which ruined its Fukushima nuclear power plant in March.

"If the government has a two-thirds stake, they have a right to control management, so naturally, Tepco doesn't like that," said one source familiar with the matter.

Tepco's future as an independent firm has been in doubt since the disaster, which triggered the world's worst nuclear crisis in 25 years and left the utility with huge compensation payments, cleanup costs and rising fuel bills as public concerns over safety make it hard to restart other off-line reactors.

Its plight has become emblematic of problems facing Japan's entire nuclear power industry, much of which has been idled since the disaster while authorities work to regain some public trust in an industry that had provided a third of Japan's power.

Tepco's fate is also being watched for clues as to whether Japan will deregulate its system of monopolistic regional utilities that both generate and distribute electricity.

Tepco's share price soared on the news, jumping 8 percent in heavy trade to 219 yen.

Tepco, which together with the fund is drafting a business reconstruction plan to be unveiled in March, is also seeking about 1 trillion yen in additional bank loans, sources said.

Under the plan, the utility is expected to swing to profit in fiscal 2014 and resume issuing bonds two years later, the Nikkei business newspaper reported.

The plan calls for government control to end in six or seven years, the Nikkei added, though other reports have said it might last about a decade.

According to the plan, Tepco is expected to post a parent-only net loss of about 580 billion yen in the year ending March 31 and next fiscal year, followed by a net profit of 37.7 billion yen in fiscal 2013, largely on the sale of real estate, the Nikkei said. Tepco is also expected to generate a pretax profit of 159.1 billion yen in fiscal 2014, it added.

The projection for improved earnings is based on the assumption Tepco will increase household electricity rates by 10 percent in October and reduce fuel costs by restarting reactors at its Kashiwazaki-Kariwa nuclear plant in fiscal 2013 -- moves the utility will find difficult to execute, the daily said.

Tepco shareholders will need to approve an increase in its authorized share capital at an annual meeting in June before the nationalization plan could go ahead.

NEW YORK ? It's never been easier to prepare your own tax return.

The software available for the 2012 tax season has been both expanded and made easier to use. This will make the annual chore quicker and reduce the chance of missing big deductions and important tax credits.

Close to 40 million taxpayers prepared their own returns online last year. That's up 14 percent from 2010 and nearly 24 percent from 2009, according to the Internal Revenue Service.

Still, more than 33 million returns were submitted on paper forms in 2011, meaning there's still a large target market for software providers. Whether you're an old hand or trying e-filing for the first time, you'll find an array of software choices:

TurboTax

This market-leading program is user-friendly and easy to navigate. That's a big plus for anyone who may be a little uncomfortable handling financial paperwork. It also asks simple questions that lead you to various points on the return and to additional forms to possibly include, without making it obvious what's happening.

The software compares results between years, which is another way to ensure you don't miss any deductions or credits you may qualify for.

TurboTax has added free live advice from tax professionals, through which you can ask questions via online chat or by telephone. It also still has its popular "community" questions and answers link.

Along with the free version, TurboTax has pricing tiers depending on an individual's needs. The basic level is $19.95 for a federal return. Prices rise to the Home and Business version for $74.95. Besides its online offerings, TurboTax software may also be purchased off the shelf at major office supply chains and other stores, starting at $29.99.

The company also is pushing its prepaid card as a way to receive your refund via direct deposit. If you choose to use it, you'll be entered into a contest to double your refund. The card comes with a $5.95 monthly fee unless you keep a balance of at least $50. It offers just one free ATM withdrawal per month and carries several other potential fees.

Still the nation's largest tax preparer, H&R Block Inc. made some gains on TurboTax last year with its online offerings. Its new software is easier to use than in the past, with simple guidelines and questions to help taxpayers navigate their returns.

Block's presentation is more businesslike, with fewer graphics and icons. Like its rival, it has numerous spots where you can choose to go it alone or rely on built-in guidance to ask questions about various deductions and credits.

The company this year also is introducing "Block Live," online prep done by one of its tax professionals using video chat. A simple federal form is free, and a standard 1040 starts at $99. State forms start at an additional $39.

A hybrid version called "Best of Both" allows you to complete your returns on your own time, then submit it to Block for a professional review. That extra level of service costs $79.95.

Returning customers may have their personal information loaded from past returns. The software is capable of extracting information from other software, if it is stored on your computer.

Like TurboTax, Block has a prepaid card for customers who don't have bank accounts and want to receive their refunds via direct deposit. Through Feb. 4, the company will allow its Emerald Card users to deduct the cost of their federal tax prep from their refunds at no charge.

Emerald Cards do not carry a monthly usage fee, but charge $2.50 for each ATM withdrawal and $1 for balance inquiries or denied withdrawals.

The third most popular software also is simple and easy and has the added appeal of showing you images of actual tax forms at certain stages in the process. For taxpayers who are used to preparing returns on paper forms, being able to see a 1040 or a Schedule A may help ease the transition to electronic filing.

Like its rivals, the software can transfer key data from last year's return even if it was prepared on another program.

TaxAct offers help answering questions via email and free phone help for those who buy the product. Free Edition users can email questions for free or purchase unlimited phone assistance for $7.95. Unlike some of the other free offerings, TaxAct offers forms for more complex returns in its free federal edition as well.

Like the others, a prepaid card is available. It can be loaded with the refund, minus the cost of the software. The card comes with a hefty $16.95 startup fee and charges $1.95 per ATM withdrawal.

Before you pay for software, you should determine if you qualify to file your federal return for free. Taxpayers with an adjusted gross income of $57,000 or less in 2011 may choose software from 15 companies through the IRS Free File program. About 3 million people used Free File last year, but the IRS said 70 percent of taxpayers, or about 100 million, are eligible.

Free File software options include the most popular brands, TurboTax and H&R Block. Most of the participating companies also prepare state returns for free; some charge an additional fee. Details and links to the available software can be found at http://www.freefile.irs.gov.

It's also possible to file simple federal returns for free, mainly 1040EZ forms, using the websites of TurboTax, H&R Block, TaxAct, Liberty Tax Service's e-Smart Tax and Jackson Hewitt Tax Service Inc. All charge a fee for state returns, ranging from $19.95 with Liberty's e-Smart software to $27.95 with TurboTax.

One boon to using at-home software is that users can start and stop the process. This is particularly helpful for those who want to file early but are still waiting for W-2 and 1099 forms. Taxpayers can enter the details as their paperwork arrives, then file when their return is complete.

All of the major software options allow customers to start preparing their returns for free and only charge a fee when the return is filed. That makes it easier to compare different offerings to see which is the most comfortable to use.

Has Petroleum Production Peaked, Ending the Era of Easy Oil?

A new analysis concludes that easily extracted oil peaked in 2005, suggesting that dirtier fossil fuels will be burned and energy prices will rise

Despite major oil finds off Brazil's coast, new fields in North Dakota and ongoing increases in the conversion of tar sands to oil in Canada, fresh supplies of petroleum are only just enough to offset the production decline from older fields. At best, the world is now living off an oil plateau?roughly 75 million barrels of oil produced each and every day?since at least 2005, according to a new comment published in Nature on January 26. (Scientific American is part of Nature Publishing Group.) That is a year earlier than estimated by the International Energy Agency?an energy cartel for oil consuming nations.

To support our modern lifestyles?from cars to plastics?the world has used more than one trillion barrels of oil to date. Another trillion lie underground, waiting to be tapped. But given the locations of the remaining oil, getting the next trillion is likely to cost a lot more than the previous trillion. The "supply of cheap oil has plateaued," argues chemist David King, director of the Smith School of Enterprise and the Environment at the University of Oxford and former chief scientific adviser to the U.K. government. "The global economy is severely knocked by oil prices of $100 per barrel or more, creating economic downturn and preventing economic recovery."

Nor do King and his co-author, oceanographer James Murray of the University of Washington in Seattle, hold out much hope for future discoveries. "The geologists know where the source rocks are and where the trap structures are," Murray notes. "If there was a prospect for a new giant oil field, I think it would have been found."

King and Murray based their conclusion on an analysis of oil data from the U.S. Energy Information Administration. Looking at use and production trends, the two note that since 2005 production has remained essentially unchanged whereas prices (a surrogate for demand) have fluctuated wildly. This suggests to the authors that there is no longer any spare capacity to respond to increases in demand, whether it results from political unrest that cuts supply, as in the case of Libya's political upheaval last year, or economic boom times in growing countries like China. "We are not running out of oil, but we are running out of oil that can be produced easily and cheaply," King and Murray wrote.

Other statistics, however, argue against a plateau. Oil company BP found in its most recent analysis that oil production was actually more than 82 million barrels per day in 2010, higher than the proposed plateau of 75 million. That difference may be the result of the increasing use of "unconventionals"?Canadian tar sands or the natural gas liquids co-produced with oil extraction. Rising production in the China, Nigeria, Russia and the U.S. also hints that technological improvements may allow greater production from existing fields than the new research suggests.

Plus, the price of oil may argue against any such plateau. Adjusted for inflation, today's $100 per barrel is roughly equivalent to prices in 1981, according to environmental scientist Vaclav Smil of the University of Manitoba. Smil also notes that in the last 20 years enough oil has been found to satisfy the demands of two new consumers?China and India?nations that now import more oil than is consumed by Germany and Japan.
