Assad: Aid to rebels must stop for Annan's Syria peace plan to succeed
Syrian President Bashar al-Assad is under international pressure to call his troops and tanks back to their bases, a year into a popular revolt against his iron rule. The state news agency SANA quoted Assad, in a letter to the leaders of the BRIC economic powers, which include his key ally Russia, as saying "countries which support the armed groups with money and weapons must be persuaded to stop this immediately."
At the same time, Britain said it was doubling non-military aid to opponents of Assad and expanding its scope to equipment, possibly including secure telephones to help activists communicate more easily without fear of detection and attack.
The aid, worth $800,000, "includes agreement in principle for practical non-lethal support to them inside Syria," Foreign Secretary William Hague said.
Arab leaders at a summit in Baghdad endorsed the peace plan floated by Annan, the special U.N. and Arab League envoy on Syria, and - betraying scepticism about Assad's commitment -- called for it to be implemented "immediately and completely."
The six-point plan envisages a ceasefire, possibly under U.N. monitoring, a withdrawal of heavy weapons and troops from population centres, humanitarian assistance, release of prisoners and free movement and access for journalists to Syria. Arab League leaders quietly dropped an earlier demand that Assad give up the presidency. The Annan plan, endorsed by the U.N. Security Council, makes no such demand, unlike a previous blueprint for change that was vetoed by Russia and China.
"The solution for the crisis is still in the hands of the Syrians as a government and opposition," Arab League Secretary-General Nabil Elaraby told the summit gathering in the Iraqi capital, the first there in 20 years.
Earlier, the League took a line closer to the hardline stance of Qatar and Saudi Arabia, calling for Assad to transfer powers to a deputy to allow for a unity government and early elections.
But a shift in the Arab position transpired after Russia and China blocked a Security Council endorsement of that proposal and the Arab League's own observation mission in Syria unravelled from internal splits, failing to stem the bloodshed.
Syria's opposition groups continue to demand that Assad must go, and have not agreed to any peace talks with his government.
Elaraby called for the Security Council to issue a binding resolution to "not only stipulate the necessity of stopping the violence, but also finding a suitable mechanism to cease fire."
One idea Annan is pushing is a U.N. observer mission, diplomats say, and Elaraby said there had been suggestions that there should be "Arab participation."
"President Assad said that for his mission to succeed, Annan must focus on drying up the wells of support for terrorism pointed at Syria, especially from countries which have announced that they are arming and financing the terrorist groups in Syria," SANA reported.

Pioneering Local News Website Purchased By San Francisco PR ...
New SF Sentinel "Pro-Gay, Pro-Business"; PR Ownership Not Clear
Political and media junkies will with varying levels of fondness* recall the San Francisco Sentinel. First an LGBT weekly and then a Tenderloin neighborhood paper, the Sentinel was in its latest iteration one of the city's very first online-only newspapers, and was known as much for dapper editor-and-publisher Pat Murphy's spats-and-cane presence about City Hall and town as it was for its often controversial editorial slants (pro-business, anti-Chris Daly, possibly a pay-to-play political committee, and once accused of accepting money from Chevron in exchange for favorable articles.
Founding editor of local city blog SFist, Jackson West, recalls that back in the mid 00's, The Sentinel was "considered worthy of gossip, sometimes scurrilously so, by his peers in and around City Hall. And in a business where any attention is good attention, it all counts."
But things of late have been quiet over at www.sanfranciscosentinel.com. Illness laid Murphy low a few years back, leading him to pass the reins to his fine arts correspondent, and to finally sell off the publication last month to a public relations firm.
Phil Siegel, of MediaWorks SF, purchased the rights to the Sentinel in February for an undisclosed sum, he told the Appeal in a recent telephone interview. Why buy a new site that some may call a dormant political blog?
"It has a loyal readership, and hasn't been used to its maximum extent over the past year," said Siegel, noting that it went about six months without regular publishing.
Under Siegel, a PR professional for 30 years with clients ranging from the AIDS Quilt to San Francisco International Airport, the Sentinel "will continue to be a pro-gay, pro-business publication" with a special focus on the arts.
"It won't be much on the hard news side," said Siegel, who noted that press releases from Mayor Ed Lee as well as the America's Cup Event Authority and SF Chamber of Commerce will likely find their way to the site, along with news of museum exhibits, society events, and theater openings. Such news is often overlooked by local media, Siegel said, so the Sentinel would be a natural home for such otherwise-lost news releases.
The plan is to post about once a day in the beginning, and "feel our way around from there," Siegel said. "But entertainment-oriented is how [the Sentinel] has been, and that's how it's going to stay," Siegel said.
Efforts to contact Murphy -- who of late has changed his cell phone number and locked down his Facebook account -- were not successful.
Few would argue that San Francisco is exactly media-rich, so another voice can't be a bad thing. Or can it?
"It is ethically dubious for a PR firm to own a news source without a clear general statement to the world, 'This is what we're doing, and why we're doing it,'" said J. Michael Robertson, a journalism professor at the University of San Francisco, where he teaches an ethics class.
For example, whenever NBC reported on issues pertaining to then-parent company General Electric, a program would contain a disclaimer. "The key would be transparency," Robertson said.
There's not yet a clear mission statement on the Sentinel's homepage, nor is there an About page that lists its current owner.
Though to his credit, Siegel was more than forthcoming about his involvment with the Sentinel. "I've been in the PR business for 30-plus years and I understand what's news and what's not news," he said.
"Does it blur the line too much? Well, I think the line has been moving for a while."
This is true, and could even be part of a trend, Robertson muses. "You do need new, creative ways of sourcing the news," he said. "You just need to do it in a way that your credibility isn't questioned."
Which, for advertising nonprofits and museum openings, shouldn't be that hard. So welcome back, Sentinel.

Bestsellers Buy ? Blog Archive ? How to write a post
Write an article for a blog can become a fairly simple operation. Not necessarily brief, because this depends on the type of post that you are writing. But simple Yes.
In some cases it is possible to adopt specific formats for articles, i.e. a specific structure that differentiates them from each other and that makes their writing easier. A kind of style, then, in the structure of the post.
I adopted formats dedicated for some of my articles and this allows me to write with greater simplicity. Others do not have a defined structure and do not have any subtitles.
Editorial Marketing
All my articles on editorial marketing have an introduction, a series of ?chapters? introduced by a subtitle, and finally a conclusion. This format gives an accurate impression to those articles, which represent a sort of tutorial to follow.
10 new words
The ten new words and writing exercises are characterized by a brief introduction, a list of words with their meanings and finally the exercises, which may appear as a second list or as a single text.
Literature and cinema
For posts about books and movies from which are drawn using a format that is perhaps not recognizable. There is, however, an introduction to the book, with the main data for the reader to understand what I?m talking about, then a reference to the plot of the novel.
Following the introduction to the film, with data on the Director, the year of projection and the principal actors, then speak of the film in reference to the book to two paragraphs and then a last paragraph on final judgements and the usual question to readers.
For this column I is very useful the format that I adopted, because it became for me a sort of guide to follow and because it gives a cutting staff at all posts in this topic.
In my library
When I speak of newly purchased books use a freer format, because I like to describe them in a discursive, inserting post how I came to know of that book or why I decided to buy it.
Books outbound
The books that I find interesting and that I want to announce the blog fall into a more ?technical?. Write a short introduction, then enter the title of the book and the author?s name, followed, as quote, the back cover and the cover image.
Below is the list with the details of the book: title, Publisher, year of publication, number of pages.
This month?s reviews and the best of blue Pen
These are post binders, i.e. articles that bring together articles already published. For these two headings use more or less the same format of the books: the title of the post, the first paragraph as a quote and then the phrase ?continue reading ?? title linked to post.

The reports on the next week?s post are a simple format: two paragraphs to introduce what I and a list with seven days of the week, in which I explain better what will readers.
Interviews with small and medium-sized publishers
For interviews with editors I have chosen a different format from what I had already used. In an interview, there must be a clear distinction between questions and answers. So I added the questions and answers as a quote. I added a list that includes sites and social profiles of the Publisher.

What Percentage Of Body Fat Will I See My Abs? - Mind Body Spirit ...
Why can?t I see my abs?
One of the most common, if not the most asked, questions that fitness professionals get is how to make the abs show. Along those lines is the question of: ?Why can?t I see my abs?? followed by the frustrated individual?s litany of exercises that he?s been doing to achieve this goal.
Usually, that list of exercises consists of ab targeting routines like crunches, side bends and rotary motions, topped off with endless hours of jogging or pedaling on some machine.
The answer to why you still can?t see your abs is simple: You have too much fat between the abdominal muscles and the skin. This then begs the next question: Why is that #%$# fat still there?
Sissy muscles don?t burn much fat.
Your abdominal muscles? job is to stabilize the spinal column. Upon microscopic analysis, one sees that the muscle fiber cross-sectional area of these muscles reveals a horizontal pattern. This is significant, and you?ll find out why in just a moment.
Stabilizer muscles are not designed for force production or power. There are other muscles for that, such as the ones in the legs, back and chest. A person cannot lift hundreds of pounds with just the abdominal muscles, but he can lift hundreds with his legs, back and chest.
Which muscles burn more fat?
Those whose job it is to stabilize (abs, lower back), or those whose job it is to generate power (e.g., legs, buttocks, middle back)? This is a no-brainer.
Abdominal muscles are sissy muscles in that they?re weak and will always be weak. For those guys who think their abdominal muscles are lifting that pile of weights on the crunch machine, it?s your shoulders and arms doing all the yanking!
As for that horizontal cross-section of muscle fibers, this is a telltale sign of non-power-producing muscles. A cross-section of the body?s bigger muscle groups reveals a diagonal pattern of muscle fiber. When fibers are aligned diagonally, this allows more fiber to be crammed into any given space.
The more fiber that can be crammed into any given space, the more naturally stronger the muscle. This means the greater potential for it to burn fat when exercised! To shrink the fat cells in your stomach that are hiding your abs, you need to focus on training the bigger, power-producing muscles ? which are anything but the abs!
This means to get a six-pack, work primarily the legs, middle/upper back and chest (along, of course, with proper eating). Many people at first don?t get this. They believe that to shrink fat in a specific area, that specific area should be exercised. This is wrong.
?
No matter how hard you blast your abdominals and obliques with exhausting crunches, leg lifts and trunk twists, these sissy muscles will not require enough energy to melt the fat that?s hiding them.
You can?t see your abs because your body?s energy needs aren?t high enough to burn away at this fat. The solution is to increase the body?s energy needs to force it to ransack the fat depots in your belly and waistline. This is done by hammering the major muscle groups.
Slam the big muscle groups and the body will end up in a state of severe oxygen debt, which will require loads of energy for recovery. Where will this energy come from? Fat depots. If you have fat depots in your stomach, your body will raid them for post-workout recovery. This post-workout recovery process can last for many hours.
If you think you?ve been doing everything right but still can?t see any abs, ask yourself if you?ve been sticking to this formula:
? Hitting the biggest muscle groups with compound exercises using heavy weights
? Including high intensity interval training for cardio
? Sticking to clean eating
Don?t stop doing ab-specific exercises altogether, though, because they do strengthen the abs and lower back, making these muscles tougher, tighter and harder. But you won?t see this development unless you shear off the fat.
How low does body fat percentage have to get for men and women to see their abs?
This varies if all you?re talking about is that vertical line down the abs, or that ?arch? that begins appearing as excess fat starts disappearing. The more you want to see, the more fat you must lose.
The range for men can be anywhere from 6-8 percent to 11 percent body fat. For women, the range is even greater, because women, more so than men, are genetically programmed to carry extra fat in their thigh and hip area.

Thus, it?s not uncommon for a woman who has good abdominal definition to also have ?saddlebags? or solid, undefined thighs. A woman can start showing abdominal definition at around 18 percent body fat (depending on her natural fat distribution), but not a six-pack. A six-pack can start showing at around 13 or 14 percent body fat.

How many sites that the skin-fold test is taken influences the calculation of body fat percentage. The fewer the sites taken, the higher it tends to be. A woman may be lean in her middle but have thunder thighs.
?
The thunder in her thighs will drive up the body fat percentage calculation unless enough sites are measured to offset that, such as off of her lean back. If a woman with a six-pack announces she has 21 percent body fat, chances are, only three sites were measured.
Body fat charts for people vary from one source to the next, so here?s one chart that gives a fair categorization of what body fat percentages mean.
WOMEN:
Competition shape (?ripped?): 8-12%
Very lean (excellent): < 15%
Lean (good): 16-20%
Satisfactory (fair): 21-25%
Improvement needed (poor): 26-30%
Major improvement needed (very poor): 31-40+%
MEN:
Competition shape (?ripped?): 3-6%
Very lean (excellent): < 9%
Lean (good): 10-14%
Satisfactory (fair): 15-19%
Improvement needed (poor): 20-25%
Major improvement needed (very poor): 26-30+%
According to the American Council on Exercise:
WOMEN:
Essential: 10-13%
Athletic: 14-20%
Physically fit: 21-24%
Average: 25-31%
Obese: 32+%
MEN:
Essential: 2-5%
Athletic: 6-13%
Physically fit: 14-17%
Average: 18-24%
Obese: 25+%
As you can see, ACE?s chart is much more forgiving. It?s not easy to believe that a ?physically fit? woman can have a BFof 24 percent, but then again, it depends on how you define physical fitness. And the ?athletic? range for men is quite variable. A man should be shredded at 6 percent, yet at 13 percent he may still appear to have a soft midsection, yet both men are in the same category.
Remember that body fat percentage calculations are prone to human error, and one has to consider this when a man (who, in all fairness, looks ripped) announces that he maintains 6 percent body fat year-round and it took him two weeks to get down to 2 percent. He?s probably closer to 8 percent year-round and may be fudging about his eating habits to impress people, unless he?s some genetic anomaly.
Very few women look ?ripped? year-round. When body fat in a woman drops below 12 percent, she runs the risk of ceasing menstruation. If such a low body fat is chronic, this can lead to brittle bones.
Both genders get ripped (super low body fats) for contests and photo shoots, but after the events, their body fat raises as they resume eating more normally. Most stay in the very lean or lean category during the off-season of competition, so that when it?s time to start cutting up, they?re not too far from that goal.
It?s not recommended that you obsess about a particular body fat number. Instead, use the mirror as your guideline. Do you see your abs beginning to show? Is there a progression? Then keep doing what you?re doing as long as it?s not unsafe.
Why hassle with repeated skin fold tests when you can just look in a mirror? There?s no one magic number that applies to every person when it comes to how low body fat must be to show a six-pack. It may be 10 percent for one man (to simply start showing the six-pack), and 8 percent for another?while more body fat for both are needed to show a chiseled six-pack.

Someone can measure your body fat at 8 percent, while next day, a different person might come up with 10 percent. Who?s right? Only the mirror is right.

Apparently music isn't enough for the Odd Future Wolf Gang collective. Only days after OFWGKTA released their The OF tape, Vol. 2, the crew is getting set to terrorize television sets with their new sketch comedy series "Loiter Squad" on Cartoon Network.
The show is set to premier March 25 at 11:30 p.m. ET during Cartoon Network's Adult Swim programming block. The show centers primarily on OF de facto leader Tyler, the Creator, Jasper Dolphin, Taco and Lionel Boyce. Fans can expect to see familiar characters like Thurnis Haley, the golf-loving whack job that Tyler played to promote his 2011 Goblin album.
"Thurnis gonna be on there, he got a couple of skits, but it's mostly about me, though," Jasper said jokingly when the crew appeared on "RapFix Live" on Wednesday."It's like what I do on my day. I wake up, I take a shower, I eat and then you see them in the background."
To put the show together, the Wolf Gang hooked up with Dickhouse Productions, the same company responsible for MTV's hit series "Jackass."
"When we went to Cartoon Network, they contacted them to do the show for us," Lionel said of how Dickhouse and Odd Future crew hooked up.
One could only imagine the antics that occurred on set, though OF would only say that they had a good time putting the show together. "I love working with the 'Jackass' crew just fun all day," Jasper said before calling on all of the group's fans to tune in. "Watch me on TV; I need the money."

Metallurgical work undertaken in 2011 also demonstrates the potential to fast track Mt Bevan with low strip ratios, coarse grind size, low silica and an average concentrate grades in excess of 69% Fe.
A follow up 7,000 metres Phase 3 program is due to commence shortly. The next critical phase will include further metallurgical test work.
Legacy is NMDC's first ever foreign acquisition. NMDC has stated it intends to use Legacy as a foothold in Australia to acquire other mineral assets. NMDC has cash reserves of over AU$4 billion.
On an EV/Resource basis, Legacy is currently trading at an Enterprise Value/Tonne of iron ore JORC Resources of just AU$0.06 cents per tonne.

Paramount is giving Huckleberry Finn and Tom Sawyer a 21st century makeover.
The studio has picked up a spec by Andy Burg titled Huck, with Peter Chernin and Dylan Clark producing along with Matt Lopez.
The title characters, of course, are 19th century creations of author Mark Twain and are known for their mischievous teenage adventures ? Sawyer, presented as a small-town, all-American boy, is something of a schemer, while Finn, who is more of an outcast, is faced with tougher moral choices. The duo first appeared in Twain's 1876 novel The Adventures of Tom Sawyer and Twain continued their tales in three additional books. There have been several film and TV adaptations of the material, from 1918's Huck and Tom, starring Jack Pickford and Robert Gordon, to Disney's 1995 version Tom and Huck, starring Jonathan Taylor Thomas and Brad Renfro.
The storyline is being kept under wraps, but the project is described as a re-imagining in the vein of Snow White and the Huntsman, focusing on Sawyer and Finn as adults. There also are supernatural elements to the script.

US soldier seen as 'level-headed' before massacre
The US soldier accused of killing 16 Afghan civilians during a shooting rampage was known to friends and family as "level-headed," his lawyers said as they planned to meet with him next week.
The suspect, identified as 38-year-old US Army Staff Sergeant Robert Bales, had served three combat tours in Iraq -- where he was wounded twice -- and was on his first deployment to Afghanistan at the time of the killings.
Whisked out of Afghanistan to Kuwait in the days after the attacks, Bales was transferred to Fort Leavenworth, Kansas on Friday, where US officials said he was being held in "pre-trial confinement."
The US Army said Bales was being kept in "special housing" in his own cell, but no details have been released on a trial or even the charges to be brought against him.
"Public reports that Sergeant Bales's supervisors, family and friends describe him as a level-headed, experienced soldier are consistent with information gathered by the defense team," his lawyers said in a statement on Saturday, saying it was still "too early" to determine what caused the attack.
Civilian attorneys John Henry Browne and Emma Scanlan, along with detailed military defense counsel Major Thomas Hurley, indicated they planned to spend "several days" meeting with Bales next week.
"Sergeant Bales's family is stunned in the face of this tragedy, but they stand behind the man they know as a devoted husband, father and dedicated member of the armed services," they added.
Friends and neighbors also expressed disbelief, telling local media he was a trusted soldier.
Kassie Holland, a family friend, told the Los Angeles Times that Bales and his family seemed "very normal."
"He was always really gentle with his kids. He was full of life and seemed like a happy guy for the most part," Holland said as news rocketed through the blue-collar towns around Joint Base Lewis-McChord near Tacoma.
Paul Wohlberg, Holland's father, told the Tacoma News Tribune that Bales, who had lived in the neighborhood for more than five years, seemed "an OK guy."
The two men talked over the years, but Wohlberg said Bales didn't talk about his Army experiences.
"History may not show him as a good guy," Wohlberg said. "But that's how he appeared to me."
Bales allegedly left his base in the southern province of Kandahar before sunrise on Sunday, entered a nearby Afghan village and opened fire, killing men, women and children.
One of the worst atrocities committed by US forces in Afghanistan since the US-led invasion over a decade ago, the incident plunged US-Afghan relations to an all-time low.
Ties were already badly damaged after Americans burned Korans last month, sparking a wave of deadly anti-American protests, and an earlier video that showed US Marines urinating on the corpses of Taliban militants.
Several websites containing pictures and stories about Bales, including a 2009 Defense Department page, were taken down by the time his identity was revealed Friday, but some versions of the Web pages could still be accessed, shedding light on his military career.
According to a cached online article dated February 2009 from the official US Army website, Bales participated in one of the bloodiest clashes of the Iraq war -- a January 2007 battle against a messianic Shiite sect in southern Iraq known as the Soldiers of Heaven.
In the 15-hour engagement, according to the article, 250 fighters were killed, all enemy -- and Bales said he was proud his unit "discriminated between the bad guys and the noncombatants and then afterward we ended up helping the people that three or four hours before were trying to kill us."
"I think that's the real difference between being an American as opposed to being a bad guy, someone who puts his family in harm's way like that," Bales said.
Browne, the civilian attorney, said this week his client had gotten angry about a serious injury that a comrade sustained the day before the massacre, but held no animosity toward Muslims.
Bales, who joined the army less than two months after the 9/11 attacks in 2001, was also upset because he did not believe he would be deployed to Afghanistan after his extensive Iraq duty, his lawyer said.
A US official told AFP that Bales was believed to have been drinking prior to the incident, a violation of US combat rules.
The New York Times quoted one official who said Bales may have "just snapped" due to a combination of stress and tensions with his wife, though Browne has rejected reports of his client's marital problems.

Pact sets China's filmmakers fighting for silver screens
BEIJING (Reuters) - Underdogs fighting off a foreign invasion or small-time hopefuls competing against all odds for the spotlight.
Those could be plot lines for Hollywood scripts - or the real world plight of China's movie producers, now that Beijing has approved imports of a new wave of American blockbusters.
A deal hammered out during Vice President Xi Jinping's visit to the United States last month paved the way for the import of 14 premium format films, such as IMAX or 3D, which will be exempt from China's annual quota of 20 foreign films per year.
That pleased U.S. trade officials, who were pushing China for concessions after winning a 2009 World Trade Organization dispute dealing partly with film access.
But while Chinese theatre owners are likely to welcome the opportunity to fill more seats by screening Hollywood spectacles, the deal means more competition for China's already out-gunned directors and producers on silver screens in their own country.
"The imports of these movies, I believe, will be a huge shock to Chinese filmmakers," said Qin Hong, the chairman of Stellar Megamedia, a major Chinese film producer and cinema owner.
Qin said the deal could make it very difficult for China's small film producers to survive and consolidate industry resources into the hands of a few major film conglomerates.
China was more than a year behind schedule in opening access to U.S. films following the WTO ruling, something of an outlier for China, which has complied closely with the global trade body's decisions.
The sluggish resolution also took a personal visit by Xi, who is widely expected to assume China's presidency for the next decade, underscoring the difficulties in tense U.S.-China trade relations heightened by a tepid global economy and sharpened rhetoric from U.S. politicians in an election season.
China's film industry has been growing rapidly, with box office revenues jumping more than 25 percent annually over the past decade, according to state media.
But for all the films Chinese producers are cranking out, their pull at Chinese box offices, like their budgets, often pale in comparison to big Hollywood features.
In 2011, ticket sales topped 13 billion yuan ($2.1 billion), about a fifth of U.S. theatre revenues. But almost half of that came from showings of 50 foreign films.
The rest was split among China's 791 domestic productions, the head of China's film and television watchdog said, according to state media.
SILVER SCREEN LINING
Industry experts say Hollywood's looming shadow means Chinese producers will need to focus on quality over quantity if they are going to elevate their appeal to a Chinese audience.
That sentiment was echoed by Chinese director Zhang Yimou last week in a statement to media during the annual session of China's parliamentary advisory body, of which he is a member.
But even as one of China's most celebrated directors, Zhang's movies are out-performed.
His "Flowers of War" was China's top earning domestic film last year, pulling in about $74 million. That is a far cry from the country's 2011 box office favorite, the third installment of Hollywood's Transformers series -- which raked in almost $174 million, according to Artisan Gateway, a Shanghai-based Asian film consultancy.
Competing on the grounds of good scripts and quality acting is one thing, but adding the gloss and sheen of a big production requires budget and technical expertise that China currently lacks.
Christopher Bremble, who heads Beijing-based special effects firm Base-FX, said China's movie industry is playing catch-up, and certain fields, such as special effects, lag 15 years or more behind Hollywood.
Still, Bremble said China is a country of fast learners and that the new film deal could be a silver lining to spur higher quality domestic movies.
"There was a time that 'made in China' meant not very good. Now, of course, 'made in China' means iPads, iPhones, high-tech," he said, noting that the film industry is going through a similar upgrade.
A larger Hollywood footprint in China could also mean more partnership opportunities for Chinese film and production companies down the road.
Qin, of Stellar Multimedia, said film producers thanked the government for its help in resisting Hollywood's drive into the market after China joined the WTO, but that the movie deal marked an "appropriate opening", one that ultimately was needed to drive quality and creativity.
"We can't forever exist under a protective umbrella. We need to develop and expand on our own," he said.
